As an Associate at McHugh & Associates, Dawn has successfully advocated on behalf of her clients. On the public safety agenda, she has worked tirelessly to ensure crime victims’ voices are heard in the criminal justice system by fighting against early release of inmates from prison, obtaining new and expanded rights for crime victims in California through legislative and initiative efforts, defeating efforts to eliminate the death penalty and more. Dawn has also helped to ensure no further cuts are imposed on California’s child welfare and foster care systems in the most difficult of budget years. Furthermore, she has successfully helped to elevate and promote industry’s position on green chemistry and chemical regulation before the Legislature and Agencies through regular meetings, caucus presentations, and more.
Prior to joining the McHugh team, Dawn served as a member of the Davis Administration. In her capacity as Special Assistant to Governor Davis, she managed the Governor’s daily activities, assisted the Legislative Affairs team with legislative review, and coordinated and prepared responses regarding major policy and legislative action on behalf of the Administration in response to public inquiry. In this capacity she established a number of pertinent contacts that are now scattered throughout various Legislative, Executive and Constitutional offices.
Dawn graduated from San Francisco State University with a Bachelor of Arts degree in International Relations. As a component of her degree in International Relations, Dawn studied abroad at the Universidad de Salamanca in Spain where she completed an intensive Spanish language and literature program.
In 2006, Dawn completed her Masters Degree in Public Policy & Administration from California State University, Sacramento with special focus in regulatory affairs and collaborative studies. Dawn’s thesis work focused on regulation as a policy tool to achieve policy goals with specific focus on environmental regulatory efforts in California.

McHugh & Associates is a government relations firm specializing in advocacy, public affairs, research and analysis for clients throughout California. It devises and implements effective lobbying and communication strategies, analyzes the impacts of proposed legislation and regulations, organizes grassroots advocacy efforts and drafts legislation, regulations and technical amendments.
The firm was established in December 2000; however its principals, Gavin and Shari McHugh, represent over 30 years of lobbying experience in Sacramento. They have successfully advocated the interests of their clients and have developed the personal relationships and expertise necessary to develop and promote legislation and regulation before California’s State Senate, Assembly, Governor and state agencies.
Prior to opening his government relations firm in late 2000, Mr. McHugh was Senior Vice President, Government Affairs, for the California Manufacturers and Technology Association (CMTA). While at CMTA, he was responsible for overseeing CMTA’s advocacy program before the legislature and administration. Gavin’s top priorities included improving the state’s business climate by accomplishing meaningful reform of California’s regulatory, tax and tort laws.
From 1991 through 1997, Gavin served as Manager of U.S. Public and Government Affairs for Texaco in Sacramento where he worked closely with legislators of both parties to foster pro-growth legislation. Prior to his assignment with Texaco, Gavin was legislative advocate from 1984 to 1991 for the California Correctional Peace Officers Association (CCPOA). His responsibilities included developing and implementing the association’s California legislative program. Prior to joining the CCPOA, he served on the staff of Senators Bob Presley and Dan McCorquodale.
Prior to joining the firm in 2003, Mrs. McHugh served as Senior Vice President of the Coalition of California Insurance Professionals (CCIP) where she was responsible for managing all of the legislative and regulatory issues facing insurance agents in California. For 8 years prior to joining CCIP, she served as the Senior Vice President of the Professional Insurance Agents (PIA). Shari has worked diligently over the years to develop and maintain working relationships with legislators, legislative staff, regulatory officials, Constitutional officers, administration representatives, lobbyists, media personnel and industry representatives. Ms. McHugh graduated from California State University, Sacramento with a degree in Political Communication and Government.
Legislative Advocate Dawn Sanders Koepke joined the McHugh & Associates team in December 2003. She is a key asset to the firm, handling the research needs of the firm’s clients, Fair Political Practices Commission reporting for clients, and lobbying in the policy areas of public safety, health and human services, and environmental safety and toxics. Prior to joining the firm in 2003, Ms. Sanders Koepke was a member of the Davis Administration working directly for the Governor. Ms. Sanders Koepke graduated from San Francisco State with a degree in International Relations and has a Masters in Public Policy & Administration from California State University, Sacramento.
Lauren Kimzey started with the firm in January 2008 as Legislative Assistant and provides critical support to the firm’s associates. Ms. Kimzey graduated from California State University, Sacramento where she received her degree in Government along with a minor in Philosophy. During college, she was an active member in the Sacrament State Chapter of the Co-Ed Pre-Law Fraternity, Phi Alpha Delta. In addition, she was invited and accepted to become a member of the National Political Science Honors Society Pi Sigma Alpha.
