2026 CCAE State Award Winner Bios

Awardee: Mitch Rosin

Mitch Rosin holds a BA in History and Psychology from Ripon College, an MA in Education from NYU, an MS in Curriculum Design & Development from Western Connecticut State University, an MPS in Public Service Management from DePaul University, an Ed.D. in Organizational Leadership from Northcentral University (FBC), a Master of Science in Curriculum Design and Development, and a Master of Science in International Public Policy.

Mitch Rosin has worked alongside CCAE and many of our institutions in adult education, helping to shape policy, mediate within consortia, create educational materials, and transform workforce training programs in California and beyond. Though not a permanent resident of California, Mr. Rosin has not only been a regular presenter at CCAE State and Section Conferences, he has also consulted for several of CCAE's adult education sites and participated in conversations at the state level in regards to advocating for adult education services.

With nearly four decades of experience advancing adult education and workforce training, Mitch founded P2C Solutions to bridge policy and practice across adult education, professional development, workforce preparation, and instructional design. His expertise has played a significant role in shaping national workforce strategies, supporting educators, developing innovative programs, and driving measurable improvements in workforce training outcomes.

​Throughout his career, Mitch has led high-impact initiatives at organizations such as McGraw-Hill Education and Aztec Software and was instrumental in the development of the TASC assessment, contributing to expanded learning opportunities for adult learners worldwide. A colleague has described his research and white papers as “thought-provoking and inspirational.” His work spans policy development, instructional innovation, and workforce alignment, ensuring that educational institutions and employers are equipped with effective, future-ready solutions. Guided by a commitment to practical, real-world impact, Mitch’s vision and leadership have resulted in multiple innovations that strengthen organizational capacity and support learner success in an evolving labor market. Currently, he is a consultant for several organizations both in the United States and internationally including NAWB, Aztec Software, CASAS, Simply Grameen, and several Adult Education Consortia in California.

Mitch Rosin follows a clear philosophy of advancing Adult Education in California. He continuously finds ways to bring insights and resources to the work of CAEP. With his company P2C Solutions Mitch takes any opportunity where he can be of service to the field.
Awardee: Beth Cutter

Bay Section
As Director of Adult Education for Castro Valley Unified School District, Beth serves as the Principal of Castro Valley Adult & Career Education, with programs in CTE, AWD, ASE, Parent Education, ABE, and community interest. CVACE's AWD program, providing life skills and paid internships to students, is known throughout the county for the support that it provides. She actively works to build a positive school culture and spotlights staff and students on a regular basis in her frequently published school newsletter. She fosters a culture of continuous improvement.

Beth served as State Legislative Chair from 2023-2025. During her tenure she resurrected our state's Legislative Day spotlighting Adult Education to our state legislators. Prior to taking over this position, there hadn't been an in-person Leg. Day since 2019. As a result, Beth started from scratch and worked tirelessly to create a program despite a high level of turnover in the state senate and assembly. Since the state legislative offices had been moved to the swing space, she had additional complications in developing the program. In support of these efforts, she held 5 training webinars (2 in 2023-2024 and 3 in 2024-2025), educating CCAE members and officers in support of our legislative efforts. During her tenure, she created a Choice Board to inspire advocacy for adult education in a variety of different ways.

Prior to her service as State Leg. Chair, Beth served as Bay Section Leg. Chair from 2021-2023. Beth coordinated a large number of legislative visits via Zoom during COVID and mentored other adult ed administrators in conducting these legislative meetings. During this time, Beth contributed to the CCAE State Conference which was orchestrated by Bay Section in Oakland. Serving as the coordinator for the scheduling of all sessions during the conference, she created a speaker volunteer program and provided conference confirmations to all participants. Her efforts directly ensured clear communication with participants and that the conference was a huge success.

Beth’s most notable contribution has been her advocacy through CCAE for the adult education field at the state and local level as was described previously. Locally, she served as a member on the Alameda County Workforce Development Board from 2022-2024. She launched an Adults with Disabilities Paid Internship Program at Pleasanton Adult & Career Education and replicated it at Castro Valley Adult & Career Education. These paid opportunities for students serve as models for AWD to pursue work experiences that prepare them for employment. She provided a session at the ACSA Conference a few years ago on the AWD Paid Internship Program to inspire other schools to develop similar programs in partnership with their local businesses. Beth has been greatly involved with the Mid-Alameda County Consortium, working to hire and mentor the current director as well as serving as a member of the leadership team. Through her involvement with the Alameda County Adult Education Administrators group, an informal group of administrators who meet 5 times each year, she has been a great mentor to new and current adult education leaders, providing essential and timely guidance.

In her free time, Beth enjoys hiking and camping all over California with her husband, Kurt, and their dog, Cooper.
