Act Now to Secure WIOA Funding for Adult Education

Dear Adult Education Colleague,
 
I am sending you this call to action in defense of funding for adult education. I make this call to adult school staff, administrators, students, and friends of adult education. The US president has proposed a federal budget that eliminates WIOA funding for adult education. This would be a significant reduction in funding for our California adult schools in the 2026-27 school year.

WIOA adult education funding for the 2025-26 is largely secure at this point. The California Department of Education has received its Funding Letter from the US Education Department announcing an award of about the same amount as 2024-25. (CDE usually receives this letter in April.) We are grateful to know that WIOA-funded adult schools will not experience a major reduction in funding in the fiscal year that begins this July 1.

WIOA funding for adult education is far less secure in 2026-27. The proposed elimination of WIOA adult education funding in the federal budget would mean a loss of over $110 million to California adult education. Think about what your WIOA funding supports in your school. Even if you don’t receive WIOA funding directly, WIOA funds help support State programs like CALPRO, CASAS, and OTAN, which provide support to all adult education programs. We will need to advocate now and through the summer to secure these important services.

Below you will find easy action steps for teachers, administrators, and students to voice their support for adult education.
 
For teachers and staff:
Teachers and staff, you have seen adult schools change our students' lives. Tell your legislators about it! Edit the message below to speak for you. Go to the Take Action page and paste your personalized message into the Message Body field.
 
Adult education changes lives! As an adult educator helping students [learn English, get a job, train for a new career, earn their diploma, overcome challenges to their education], I have witnessed the transformative power of adult education to end generational illiteracy, lift people out of poverty and into family-sustaining jobs, and ensure local businesses can fill in-demand positions. Adult education is the talent pipeline to jobs and community college and beyond.

I would be glad to share data and stories with you that make the case for investing in adult education, America's best-kept secret. I also invite you to our program to see our impactful work firsthand. In closing, please support adult education!


For students
Students are our key stakeholders in this proposal and can be part of the American process of a representative democracy. Students learning how to communicate with their representatives is an important civics lesson. Teachers can work with students to be part of the process by teaching them about the basic principles of a representative democracy and the right to free speech for all.

All have the right to contact lawmakers. Below are some sample messages students might personalize, then paste into the Take Action page. (Some students might feel more comfortable using their school’s address.)

Low-literacy students:
I am an adult learner, and I am writing to share that adult education changed my life! I was able to reach my educational goals and get a good job. I am so grateful for adult education programs in my state.
 
Intermediate literacy and above students:
Adult education transforms lives! As an adult learner, I know this firsthand. Adult education has changed the trajectory of my life by giving me the skills to support my family and contribute to strengthening the economy.
 
Adult education is the key to ending generational illiteracy, lifting people out of poverty and into family-sustaining jobs, and ensuring local businesses can fill in-demand positions. Adult education is the talent pipeline to jobs and community college and beyond.
 
I would be glad to share my story with you and make the case for investing in adult education, America's best-kept secret.  Please support adult education!


Administrators:
You know the impact your school is making in your community. Please email your Senators and Representatives to tell them about it. You may use the text below as a draft; edit it with the data for your school. (Use the 2024-24 CAEP Summary Report from TE.) Go to the Take Action page to find your legislators and paste your personalized message into the Message Body field on the Take Action page.

It is likely we will need to continue our campaign over the coming months until a federal budget is adopted this fall. Taking action now gives momentum to our message.
