Dr. Veronica Parker serves as the Coordinator of the California Adult Education Program Technical Assistance Project (CAEP TAP) and has been involved since its inception in 2017, providing high-quality technical assistance and professional development to the adult education field in support of CAEP data and accountability. Veronica works with consortium directors and members of CAEP’s 71 consortia and is widely respected for the support and systems she has put in place through CAEP TAP to meet the technical assistance needs of the field. In all that she does, Veronica considers how she can strengthen the capacity of our CAEP Consortia, help consortia to plan and implement their three-year strategic plans, and incorporate the voices of the CAEP field in identifying and offering timely and relevant activities and training that will best meet the field’s needs. Some of the many supports Veronica spearheaded include Targeted Technical Assistance with intensive coaching, the Consortium Lead Academy, Peer Learning Circles, the Advancing CA Adult Education model program recognition program and website, the CAEP Director's Event and Summit, and so much more. Veronica is a visionary, focusing her work on strategies that will move adult education forward and increase outcomes for students.
In her work with the Sacramento News and Review, Veronica has helped agencies in the Northern Section gain greater recognition of adult education, positive student outcomes, and the work that is being done in the CAEP approved program areas. She helped establish a contract for 3 regions within the State to develop 12-page inserts and social media posts that spoke to the impact that adult education students and programs can have on addressing the economic needs of the community. Veronica was key to establishing the teams who would be involved with the storyboarding and development of the success stories. The project was positively received and many other consortia and/or agencies chose to contract on their own with News and Review to continue the marketing efforts. Beyond these efforts, Veronica regularly looks for opportunities to provide regional (section-wide) professional learning and sharing experiences. She helps to organize roadshows such as "The Neil and Jay Road Show" and presents at regional CCAE conferences. She has also provided in-person or virtual technical assistance and training for individual or super consortia (multiple consortia in a region). Veronica is open to any opportunities that benefit the CAEP field and help develop systems that sustain program success and this is recognized by members and partners.
Veronica supports CCAE at the chapter, section, and state level with technical assistance and professional learning. Veronica takes part in monthly and quarterly meetings with CAERC and looks for ways to support CAERC initiatives. She is also quick to provide technical assistance with NOVA questions or guidance related to various issues such as the Carryover legislation (AB 1491) or Program Area Reporting. In as much as she's able, Veronica will look for ways to support CCAE members at the local level through CAEP TAP activities.
Veronica impacts CCAE members at every level. If a member has a CAEP or NOVA-related question, Veronica is the household name people turn to for the answer. Working with the CAEP Office, Veronica has been key to developing CAEP guidance released to the field including Beginning-of-the-Year letters, Program Area Reporting, and 3-Year Plan guidance. Veronica is probably most recognizable as the lead technical assistance provider and facilitator on CAEP data and accountability and CAEP State Priority webinars. In organizing the annual CAEP Summit, Veronica invites CCAE members of all types (administration, teachers, counselors, transition specialists, support staff) to engage in more than 60 up-to-date and relevant presentations related to program development and evaluation, marketing, leadership, learner transition, technology and distance learning, and equity. Veronica is a leader within California adult education in racial equity. In the past year, Veronica co-authored the DEI focused paper "Equity in California Adult Education" with CALPRO and has presented on this and other DEI topics at the CCAE State Conference. She creates equitable and inclusive spaces, positive organizational culture, and is motivated to improve systems, all leading to positive outcomes for programs and students.
